Yes. Fever is not an indication of successful vaccination. A fever is just a reaction to the vaccine. But children who do not get a fever doesn't mean that the vaccination isn't successful. Just different children react differently.
If there is swelling and your child is cranky and not feeding, yes visit a doctor. However, you can put some ice on this and try to feed and comfort him. Sometimes children recover from this.
All vaccinations are equally important. Meet your pediatrician and get it scheduled accordingly.
Use a cold compression over the area to relieve some pain.
Don't put the cold compression or ice directly on the skin. Cover it in a light cloth and then try so that baby can get comfortable

Don't worry the swelling should subside on it's own. If you're worried then get it examined by a doctor
